Cybercop is owned and operated by The ESP Group, LLC. - a security-focused Application Service Provider (ASP) providing highly secure, web-accessible portals to handle sensitive information for Government and Commercial clients. The ESP technology is based on the “Extranet for Security Professionals”, which was a DARPA sponsored collaboration project for the National Security Community. The ESP secure technologies were validated at the Software Engineering Institute of Carnegie Mellon University and have been accredited for handling sensitive information for the U.S. Defense and Intelligence Community. ESP services are in use by numerous government agencies and corporations and are being used for some of their most sensitive collaboration activities.

Matt Donlon – Cybercop Co-Founder
The Cybercop/ESP concept was founded as the result of his achievements as Visiting Scientist at the Software Engineering Institute (SEI), Carnegie Mellon University, where he was the Director of the Extranet for Security Professionals program. This program gained visibility and recognition in the national security community by President Clinton and the director of the CIA, Mr. Tenet. Prior to SEI, Mr. Donlon was the Director, Security and Intelligence Office (S&IO), Defense Advanced Research Projects Agency (DARPA).
Throughout his extensive career, Mr. Donlon has held many responsible positions and has received many awards for his innovativeness and contributions to the security profession. He was the Security Official in charge for the Office of Aeronautics and Space Technology at NASA HQ; Program Security Officer, supporting DARPA's highly classified R&D programs for the Department of the Navy; and a Security Specialist for TRW, Inc. Mr. Donlon's career began with the CIA after graduation from Radford University where he earned a Bachelor's Degree. Mr. Donlon is also a graduate of the Federal Executive Institute (FEI). Mr. Donlon is also a current adjunct Professor at the University of New Haven, Connecticut where he assists with the Forensic Computing Investigation Program.
Mr. Donlon has been awarded the Meritorious Civilian Service Medal and the Exceptional Service Medal Department of Defense.

Kevin Manson – Cybercop Co-Founder
Co-founder and board member of the Cybercop Secure Portal, his mission and goal for Cybercop was to strengthen our nation's "CyberCivil Defense" as contemplated by Presidential Decision Directive 63 (A topic he addressed as co-keynote at the July 2001 Blackhat conference).
In 1993, while an instructor with the FLETC Legal Division, he pioneered Internet training for the federal law enforcement community, created FLETC's first major computer security training component in 1997 ("Digital Officer Safety") and deployed the first working use of wireless networking in a FLETC training program. He is a member of the New York Electronic Crimes Task Force. His personal interests include the impact of technology on society, promoting industry and law enforcement cooperation in information age security and policing and use of Internet technology to deliver secure distance learning materials to the laptops, palmtops and (future) wearable computers of those who serve behind the "thin digital blue line". His public service career also includes experience as a state prosecutor and magistrate and service as staff counsel with the US Senate Judiciary Committee for Senator Robert Dole.

Toby Finnie – High Tech Crime Consortium (HTCC)
A longstanding administrative veteran on Cybercop, Toby Finnie runs the HTCC organization. This group's mission is to provide high technology crime investigation education and training in detecting, investigating, and analyzing high technology crime cases.
Toby M. Finnie's background includes more than twenty years of service to public safety agencies. Projects she is especially proud of include research and preparation of a comprehensive analysis of police helicopter units as force multipliers for law enforcement and a proposal for a coordinated application of Community Oriented Policing concepts at a statewide level.
Active locally, Ms. Finnie served on a community-based Weed & Seed steering committee, a Community Youth Safety Forum and a Capital Facilities Project advisory committee for the City of Tacoma.
Nationally, she served on a Planning Panel and several Technical Working Groups to develop various publications, including the Examination of Digital Evidence; Investigations Involving the Internet and Computer Networks; and Investigative Uses of Technology; Devices, Tools, and Techniques. The Technical Working groups are sponsored by the National Institute of Standards and Technology, Office of Law Enforcement Standards, and National Institute of Justice to develop guides and special reports for law enforcement.
She is a member of the Advisory Board for the National Center for Prosecution of Child Abuse as a program of the American Prosecutors Research Institute sponsored by the National District Attorneys Association. The National Center serves as a central resource for training, expert legal assistance, court reform and state-of-the-art information on criminal child abuse investigations and prosecutions. Ms. Finnie also serves on the Advisory Board of the Internet safety nonprofit organization, Web Wise Kids.
She acted as a contributing member of the National Cybercrime Training Partnership (NCTP) Editorial Board and also is a past member of the Computer Technology Investigators Northwest (CTIN) Board of Directors.
